B) Discussion of exemption from bidding for the rehabilitation of Boyd Road according to the provisions of Section 262.024 (a)(2) and (3) of the Local Government Code for an item that must be purchased to preserve or protect the public health or safety of the residents of the county and an item necessary because of unforeseen damage to public property to be funded by Precinct 2 TRIP 04 funds.
