JOB TITLE: COMMUNICATIONS OFFICER I
PUBLIC SAFETY DEPARTMENT
Minimum Salary: $1,133.423 Bi-weekly
GENERAL STATEMENT OF JOB
Under general supervision, performs specialized radio and communications work in the Operations Division of the County Sheriff's Department. Work involves receiving incoming emergency and administrative calls. Communications Officers I prioritizes calls received and forwards information via computer aided dispatch system for dispatch by Communications Officers II to fire departments, rescue squads, police departments, State Troopers, Constables, wildlife services, animal control, and various law enforcement task forces in addition to the Sheriff's Department personnel. Reports to a Corporal - Communications.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Operates emergency and non-emergency communication systems to receive complaints and requests for service by telephone; obtains necessary information and dispatches necessary information to Communication Officers II.
Furnishes emergency medical pre-arrival information. and instruction in life threatening situations according to National Academy of emergency medical Dispatchers protocol(s).
Operates the Communications Section CAD system entering and retrieving information through that system to/from numerous databases including TCIC/NCIC, Denton County Computer System, NLETS agencies and a variety of local, regional and state emergency response databases; processes, forwards, and maintains records of information obtained or entered.
Maintains appropriate logs of all complaints and services requested; maintains knowledge of location of current status location and activities of various emergency response personnel; prepares activity reports.
Prepares photocopies of various materials and distributes as requested or otherwise appropriate.
Answers telephones and greets visitors; receives and responds to inquiries, as appropriate, or refers caller to proper personnel.

MINIMUM TRAINING AND EXPERIENCE
Graduation from high school or a general equivalency diploma (GED), or an equivalent combination of education and related experience (Pursuant to Policy #7.2).
Within 1 year of being assigned to position must satisfactorily complete applicable DCSO training program; obtain Telecommunication Operator certification by the State of Texas; obtain TCIC/NCIC certification by the State of Texas; obtain Emergency Medical Dispatch certification by the NAEMD and attain acceptable levels of proficiency in the computer Aided Dispatch and Denton County Criminal Justice Computer System.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computer terminals, radio panels with hand and foot pedals, audio/video equipment, copiers, Dictaphones, etc. Must be able to exert up to 10 pounds of force occasionally, and/or up to 5 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.
Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving instructions, assignments or directions from superiors.
Language Ability: Requires the ability to read a variety of reports, correspondence, logs, operational manuals, etc. Requires the ability to prepare correspondence, reports, forms, logs, charts, etc., using prescribed formats. Requires the ability to speak to people with poise, voice control and confidence.
Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic of schedule form.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including legal and medical technology, and emergency response codes.
Numerical Aptitude: Requires the ability to utilize mathematical formulas. Must be able to add, subtract, multiply, and divide. Must be able to utilize decimals and percentages.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.
Manual Dexterity: Requires the ability to handle a variety of office equipment, communications equipment, keyboards, control knobs, switches, etc. Must have high levels of eye/hand/foot coordination to multi-task effectively at the fast pace required.
Color Discrimination: Requires the ability to differentiate between colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress and emergency situations.
Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone and two-way radio equipment.
KNOWLEDGE, SKILLS AND ABILITIES
Has working knowledge of the operations of the keyboard of a computer terminal utilized by the Department.
Has extensive working knowledge of the geographical layout of the County including political subdivisions, location of streets, important buildings and other landmarks.
Proficient at sorting similar of duplicate street names by telephone exchange, zip code, etc in order to correctly identify the proper response agency.
Is skilled in the operation of emergency communication equipment and computer systems and databases utilized by the Department.
Has working knowledge of the operation of a variety of two-way 800mhz radio equipment, VHF high band, VHF low band equipment and related Federal Communication Commission regulations.
Has considerable knowledge of the scope and operational area of the numerous Police, Fire and EMS agencies served. Working knowledge of duties performed in other areas of the Department such as clearing or modifying the status of warrants when the warrant section is closed.
Has operational knowledge facsimile, copy and tape logging equipment as applicable.
Has working knowledge off ethical conduct as dictated by laws, rules, regulations, professional standards, and policy.
Is able to elicit information necessary for proper dispatching from persons who may be distressed, intoxicated, or otherwise mentally disturbed.
Is able to exercise independent judgment and initiative in receiving messages, responding to emergency situations and dispatching calls.
